Nebraska is one of 9 states that Republican candidates have carried in every presidential election since 1964, but it hasn’t had a winner-take-all rule since 1991.

In a statement issued Monday, Nebraska Senator Mike McDonnell said he would not vote for a proposed winner-take-all system for Nebraska’s electoral votes.
